Notice of Department Of Justice(DOJ) Mandate for Adult Care Home(ACH) PASRR

Beginning January 1, 2013 any individual being considered for admission to an adult care home must be screened by an independent screener to determine whether the individual has SMI/SPMI. The State shall connect any individual with SMI/SPMI to the appropriate LME for a prompt determination of eligibility for mental health services. arrow  Preadmission Screening and Resident Review(PASRR)

The NC PASRR program will review any individual who is being considered for admission into a Medicaid Certified Adult Care Home regardless of the source of payment. If you are currently a registered user of the NC MUST system, you can begin submitting ACH screenings immediately. If you are not a registered user, please resister by following the directions below:

Please Note: Organizations currently submitting PASRR screenings through Provider Links Online Application can continue to use this method.

arrow  Who will this affect?

This mandate will affect all those providers who are currently submitting PASRR requests. Beginning on January 1, 2013, all providers will be required to submit PASRR screening for any individual who is being considered for admission into a Adult Care Home,regardless of the source of payment, through the Department's web based tool or through a third party vendor with interface capabilities into the states web based tool.

  • If you are currently a registered user of the NC MUST system or Provider Link, there are no further requirements. The tool now has the option to select the ACH Level Of Care. Please note that the screening form is identical.

Notice of Legislative Mandate for PASRR

Wednesday, Aug 5th - Raleigh, N.C.- The House and Senate voted along party lines Wednesday to approve a $19 billion state budget. With the budget passed, the N.C. Legislature will mandate the use of Electronic Transactions by all providers who are required to conduct a Preadmission Screening and Resident Review (PASRR).

The effective date as per the bill is September 1, 2009; however, the Division of Medical Assistance (DMA) will continue to accept fax transmissions for up to 90 days as providers transition to the web based tool. Effective December 1, 2009 all providers will be required to submit PASRR and Tracking forms through the Department's web based tool or through a third party vendor with interface capabilities into the states web based tool.

The North Carolina Health Care Facilities and Hospital Associations have worked with DXC Technology and DMA to ease the facilitation of compliance with this mandate. The PASRR form that is available by virtue of DMA's contract with DXC Technology has been reduced to required information, is equipped with user friendly auto population of information, and has easy to use default mechanisms. The Associations believe that the time required to complete the automated form will be minimal.

Annual Resident Review for PASARR level II recipients

Effective Tuesday, November 1, 2009- DMA/DMH will no longer require an Annual Resident Review(ARR) for PASRR II level recipients. Please note however that Nursing Facilities will still be required and responsible for completing a change in condition screen should there be a change in the condition of the admitted recipient. The change in condition review will determine if MI/IDD or RC is evident and if so, a new level II will be initiated and scheduled.

For those organization that may have received notice of an upcoming ARR, please note that if the Qualified Mental Health Professional(QMHP) has not started the Level II assessment prior to or on November 1st, the assessment will not occur. Please follow the guidelines directly above in those cases.
